Makhdoom Syed Faisal Saleh Hayat was born in Lahore in 1952. He was elected for his fourth term as MNA on a PPPP ticket. He later joined PPPP-Patriots. He is currently serving as Federal Minister for Environment.

An agriculturist by profession, he holds a masters degree in law and a diploma in business administration from Kings College, London.

During his political career, he has served as a member of Central Executive Committee of PPP in 1979, Federal Minister for Commerce and Development from 1988-1990. He has previously been elected as MNA for the terms of 1988-1990, 1990-1993 and 1993-1996. He currently holds the portfolio of the Federal Minister for Kashmir affairs and Northern Areas, and was previously the Federal Minister for Interior with the additional charge of Narcotics Control.

Married, he has a son and a daughter. He has travelled widely to Asia, Africa, Europe and North America.
