Manmohan Singh \\\"has\\\" used past tense. It is obvious to me that he does not intend to connect the State of Pakistan to the Mumbai attacks.

Kudos to Ms Subramanium for being objective.\\r\\nOne thing the panel failed to mention is that \\r\\nall statements \\\"suggest\\\" involvement of Pak \\r\\nstate agencies due to sophistication of the \\r\\ntechniques used and do not directly accuse.\\r\\nShould India have direct evidence - they would\\r\\nnot hesitate to \\\"declare\\\" involement of Pak state agencies as they have stated citizenship of Kasab.\\r\\nThe words have been carefully chosen and \\r\\none needs to read between the lines.
