Kamaluddin Azfar is a politician from Sindh, Pakistan. He was Finance Minister and later Governor of Sindh. Kamal Azfar was elected as a member of Pakistan Peoples Party.

B.A Honours in Econimics from panjab University in 1957.

Editor-in- Chief of the Government College, Lahore Literary magazine "The Ravi" 1957.

Elected President of the Students' Union of Government college,Lahore in 1958.

M.A. Philosophy, Politics and Economics from Balliol College, Oxford, 1960.

Called to the Bar at the Inner Temple in 1963.


LEGAL CAREER


Enrolled as an Advocate of the High Court of Sindh in 1963.

Enrolled as an Advocate of the Supreme Court of Pakistan in 1968.

Standing Counsel to the leading law firm of Orr-Dignam & Company from 1983 to 1988.

Appeared in a large number of leading civil, commercial and constitutional cases reported in the Law Journals of Pakistan.

Resumed Law practice as Advocate High Court and Supreme Court in April, 1997.

Enrolled as Senior Advocate, Supreme Court of Pakistan in 2007.


POLITICAL ROLE


Minister for Finance, Planning and Development in Sindh between 1972 and 1974.

Elected to the Senate of Pakistan in 1975.

Served as member of the Federal Government as Minister of Local Government and Rural Development and Special Assistant to the Prime Minister in 1990.

Elected to the Senate of Pakistan for a Second term in March, 1994.

Served as Chairman of the Prime Minister's Task Force on Social Contract from 1993 to 1995.

Served as Chairman of the Executive Committee of the Board of Governors of Pakistan Administrative Staff College, Lahore.

Elected as the Chairman of the Senate Committee on Rules and Privileges.

Served as Governor of Province Sindh from May, 1995 until acceptance of resignation effective 17th March, 1997.

Chairman of the Manifesto Committee of the Pakistan Peoples Party 2008.


DIPLOMATIC EXPERIENCES


Represented Pakistan at the Harvard International Seminar 1969 organized by Dr.Henry Kissinger-then  National Security Advisor to President Nixon.

Led a Delegation to North America and Addressed the Asia Society, New York in 1972.

Led a Delegation of Development Experts to China in 1974.

Participated in the Conference of Heads of Government held under the auspices of the Club of Rome at Salzburg in 1975 along with Prime Minister of Sweden, Canada and Chancellor of Austria.

Represented Pakistan as Leader of the Delegation at the Second International Conference of the New and Restored Democracies in Nicaragua in 1994.

Chaired the Special Committee of the Federal Cabinet during the Gulf War Crises 1990.

Represented Pakistan at the Executive Committee meetings of International Union of Local Authorities of Asia and Pacific Section held at Darwin, Australia in 1994.

Special Envoy of the Prime Minister of Pakistan to the Prime Minister of Sri Lanka in 1994.

Represented Pakistan at the Signing of the Twin City Agreement between Karachi and Alexandria in September, 1996.

Special Envoy of Prime Minister of Pakistan in 1995 to SLORC, Burma.

Visited the U.K, as Governor Sindh to brief the British Foreign Secretary, Members of Parliament, and Government Officials in June, 1996 and addressed the Pakistan Society at the Lincoln's Inn together with the British Home Secretary.

Led Pakistan Delegation to the Forum of Federation in Montreal in October 1999 which was also addressed by Presidents' of the USA, Mexico and Prime Minister of Canada.

Received and briefed numerous visiting Heads of Government, Ministers and Officials as Special Assistant to Prime Minister in 1990 and Governor Sindh during 1995-97.

Research Assistant to Nobel Prize winner Gunnar Myrdal on his magnum opus "Asian Drama"1960-63.

Author of "Pakistan:Political and Constitutional Dilemmas" Published by Pakistan Law House, Karachi in 1987.

Anthology titled "Pakistan under the Military" Published by the West View Press in1991.

Authored" Asian Drama Revisited "Published by Royal Book Company, Karachi in 1992.

Wrote numerous articles for the periodical "Outlook".

Published "Good Governance" as Chairman of the Task Force on the New Social Contract, 1994.

"Discovery of Pakistan" The Nation 2005.


FAMILY


Mr.Kamal Azfar belongs to a family of   Public Servants.

He is the second son of Mr. Muhammad Azfar, OBE, ICS, SPK and Begum Zubaida  Azfar.

His Grand father, Khan Sahib Akbar Ali, was deputy inspector of school  in the United Provinces of  British India.

His uncle, Muhammad Athar, Advocate, was an elected Member of the U.P. Assembly on Muslim League Ticket in 1973.

He is married to Art Historian Naheed Jafri Azfar, Author of Prize Winning Book"The Kashmiri Shawl" Published by Mapins.

The Couple have three childrens
