Chief Honourable Justice Khalil-ur-Rehman Ramdayis an ad-hoc judge of the Supreme Court of Pakistan. He remained permannet judge of Supreme Court from 2002 to 2010. He was born in Lahore on January 13, 1945 in the famous Ramday Arain family of (late) Justice Mr. Muhammad Siddique as the fifth child and the third son. His late brother Chaudhary Muhammad Farooq had served as the Attorney General of Pakistan. His younger brother Chaudhary Asad-ur-Rehman, a politician, was elected as a Member of the National Assembly three times on a PML-N ticket and served as a Federal minister as well.


After receiving his early education in different schools of the Punjab, he matriculated from Central Model School, Lahore, and joined Government College, Lahore from where he migrated to Gordon College, Rawalpindi, on account of his father’s posting in the Federal Ministry of Law. At Gordon College, Rawalpindi, he was the captain of the college tennis team. He was judged the best English and Urdu debater of the college. He also became the editor of the college magazine, "The Gordonian" and was later elected, un-opposed, as the president of the college Minerva Club.

After graduation, he joined the Punjab University Law College at Lahore, where he became secretary of the Punjab University Law Society, and the editor of the college magazine, "Al-Mizan". He was declared the best English debater of 1968 in the Punjab University after winning the "Krishan Kishore Grover Goodwill Gold Medal Declamation Contest". He graduated in 1968 with a top honors for best all round activities in academics, sports and debates. 

Khalil ur Rehman Ramday himself was appointed Advocate General of Punjab in 1987 when PML-N leader Mian Nawaz Sharif was Chief Minister of the province. Before that he was servign as Depurty Advocate General of province since 1984. He was among a large number of judges who were appointed in different high courts just before 1988 elections in anticipation of PPP's victory. The move was seen to be aimed at denying PPP government right to nominate judges in the courts.

Professional career

Justice Ramday joined the legal profession at Lahore and enrolled as an advocate of the subordinate Courts in the year 1969. In 1971, he became an advocate of the High Court and in 1976 as an advocate of the Supreme Court. In April 1976, he was appointed Assistant Advocate General of the Punjab, was promoted to Additional Advocate General in 1984, and was finally appointed as the Advocate General in March, 1987.

Judicial career

In October 1988, Justice Ramday was elevated to the bench of the Lahore High Court and was promoted to the judge of the Supreme Court of Pakistan in January, 2002. He became famous for presiding over the bench in the Chief Justice of Pakistan Iftikhar Muhammad Chaudhry versus the Government of Pakistan in 2007. On November 3, 2007, Chief of the Army declared emergency and issued a Provisional Constitutional Order (PCO). A seven panel Supreme Court bench headed by Chief Justice Iftikhar Muhammad Chaudhry declared emergency as illegal and passed order that no judge of any superior court shall take oath on PCO. Justice Ramday refused to take oath on PCO as per ruling of Supreme Court. He was declared to be not holding office of the Justice any more. During the unrest that followed the imposition of emergency, he was placed under house arrest, along with many other judges of the Supreme and High Courts who had refused to take oath under the Provisional Constitutional Order.

Justice Ramday was restored to the bench of Supreme Court on March 17, 2009 as a result of historic movement that lasted for two years.


Justice Ramday has remained a visiting assistant professor at the Punjab University Law College, Lahore and is presently a member of the visiting faculty of the Civil Services Academy of Pakistan and the National Institute of Public Administration (NIPA) at Lahore since 1982. He regularly delivers lectures at the National Defence College, Islamabad, the Administrative Staff College of Pakistan, the Naval War College and the Air Force War College of Pakistan

He has also been on the board of governors of the Lahore University of Management Sciences (LUMS) and the Lahore School of Economics and is now the chairperson of Shalamar Medical and Dental College (SMDC -LUMS). In addition, he has been a member of the syndicate of the Islamia University, Bahawalpur, and the Agriculture University, Faisalabad. Presently, he is a member of the board of governors of the Air University and the University of Modern Languages and Disciplines, Islamabad, and is a member of the syndicate of Quaid-e-Azam University, Islamabad.

In recognition of his services in the field of education especially the legal branch of education and the administration of justice, in May 2005, he was honored with an honorary degree of Doctor of Laws by the Guru Nanak Dev University, Amritsar, which is rated amongst the top ten universities of India. He has the honour of addressing the Gurukul Kangri University at Haridwar in India, where he had been invited to talk about inter-faith harmony. On the same topic, he addressed the Rotary International South Asia Goodwill Summit, 2007 held at Delhi in February, 2007.

Justice Ramday fought many odds during emergency and remained firm to his principled stand of free judiciary in Pakistan, but I was appalled when I see his last judgment on NRO which in my opinion is lopsided only mentioned Swiss cases and as consequence only one person was targeted by the press.

It is very sad that we people are ignorant about the history of some people's history .His father being judge of High Court, was apprehended while smuggling,in consequence of which a reference was moved against him in the Supreme Judicial Council from where he was dismissed and as such he was the first judg of High Court who was removed by the said council.Ramday was appointed Advocate General by Nawaz Sharif When he was Chief Minister Punjab and then he was elevated by Nawaz Sharif regime as judge of High court.His real brother Asad was MNA from Muslim League N.e is the most incompetent and dishonest judge ever produced.Being Advocate general,he moved an application U/O VII R11 for the rejection of a writ petition on behalf of Punjab govt.In a case as judge of LHC,he ruled that Addl or Sessions judge was not competent to grant bail before arrest which means that he had never read Code of Criminal Procedure.Now as head of a Supreme Court bench,he and his colleagues dismissed a reference against CJ iftikhar Ch ,which was absolutely without jurisdiction.How the supreme court could usurp the authority of a constitutional body i.e Supreme Judicial Council.Had he been invited to take oath ,he would have been the first in the row since he already taken oath not once but many a times under PCO s judge of high court and supreme court.Once he was not invited to take oath under PCO in the regime of Musharraf,when he was in High Court.He was weeping and approached Musharraf through his samdhi ch Ahmad Saeed who was then chief of PIA and happens to be real brother of Ch Ahmad Mukhtar ,Defence Minister.He has a tongue of a dog in his mouth and therefore Lahore High Court passed resolutions against him for his medical examinations from a Psychiatric.It is an irony that today this notorious person is trying to become hero of the nation.

i suggest you come in politics after retirement and try to make a justice party along with Dr Qadir, Iftikhar Chaudhry, Justice Sharif, Itezaz Hasan, Iftikhar Gillani, Justice Siddiqui, Justice Waji-ud-din, Ali Ahmad kurd and more honest and loyal people like this. we badly need a new party in order to fill the gape of PPP which will be out of political seen very soon.

It really hurts when I go through the history of our pioneer the great great father of this nation HAZRAT QUAD-E-AZAM MUHAMMAD ALI JINNAH, how he struggled and struggled hard to fetch this optimum piece of land from those who still are after HIS success to wind it up and what these Capitalist-cum-Politician-cum-LandLords-cum-Hypocrites selfish scumbags are doing to HIS great success 'Pakistan' and the hands who should stop them, the so called public servants, the bureaucracy, instead of serving people who feed them, it is deplorable to see that they are serving them and themselves. \r\nMr. Justice uptill your service you were the part of that foul play too. I listened to you very first time at Aaj online channel and it really impressed me what you have said especially abt you assests, your nationality and your children, if it is true (as to me it looked to be true) then not only I but beleive me this whole nation atleast the literate ones Will salute you and forgive you past BUT the only way to have your credibility back, honourable Mr. Justice Ramday IS by impressing this nation very forcibly with your candour and accepting you mistakes or I should say misconducts while the very first time you yourself were serving the dept of justice if not validating the actions of this dictator when he was stepping down and undermining the constitution. And if you do so ONLY after that I would recommend The AAJ TV channel to broadcast your this 26Jan2009's program again & again not only at AAJ channel but pls sell it to all other channels including PTV.\r\nPls forgive me if my words hurt you or you feel offended.
