Shafqat Mahmood is a Pakistani column writer, politician and a retired civil servant who is serving as the Member of Parliament of Pakistan Tehreek-i-Insaf from Lahore's Constituency NA-126.

Education and civil service

Shafqat did Masters in Public Administration from the Harvard University Cambridge, USA, in 1981. He got another Masters degree in Public Policy and Administration from the University of Southern California in 1987. He joined Civil Service of Pakistan in 1978 and served for about twelve (12) years. He served as assistant commissioner in Murree and Pakpattan from 1978 after which he was posted as a provincial deputy secretary in Lahore till 1980. He also served as deputy commissioner in Gujranwala and DG Khan and also as additional commissioner Afghan Refugees Organisation for quite some time in 1985. He was additional secretary finance in Punjab during 1988-89 and later served as joint secretary PM’s Secretariat from 1989 to 1990.

Politics

In 1990 he joined Pakistan Peoples Party and became a politician. He was elected as Senator in 1994 for a period of six years. He also served as Federal Minister in caretaker government of Prime Minister Malik Meraj Khalid. He was a member of the Senate Standing Committees on Cabinet, Establishment and Management Services, Defence, Defence Production, Aviation, Foreign Affairs, Kashmir Affairs and Northern Areas, and the Functional Committee on Govt Assurances. He joined Pakistan Tehreek-i-Insaf on 13 December 2011. and briefly served as the Information Secretary of the party. In Pakistani general election, 2013, he emerged victorious from Lahore as candidate of Pakistan Tehreek-e-Insaf.

I will be very surprised if you check these responses Shafqat, but if you do then I just wanted to remind you something. The literate and civil society of Pakistan will not stand watching if Imran Khan's honest and sincere approach to make a change in Pakistan is painted in a bad light. Maybe you should take another look at yourself before commenting or passing judgement on Imran Khan.

Sir, I am very happy & satisfied to see your incisive, eye-opening remarks about “Nazims”. You are perhaps one of those few persons who have spoken in favour of a common Pakistani. It is a fact that nazims are created by a dictator to extend his own junta rule. This unfortunate system comprises of a person, having all the central authority called “District Nazim”. He has the responsibility to look after all the aspects of a city’s life including; planning, development, education, general administration, budget, human resource management etc. How come a person can manage such mammoth tasks with a rudimentary education of only “Matriculation”, & with no prior experience of administration? There is no authority in this “District Government System”, which can question the authority of these demigods. The result is in front of our eyes i.e. “complete anarchy”. Most of the nazims are corrupt with their hands all messed up in dirty politics. According to a report of ICG (INTERNATIONAL CRISIS GROUP), district government system is blamed to be the grass root level problem of incumbent administrative crisis of Pakistan. (ICG report 2003) . You should also condemn “Daniyal Aziz”. He is always in search of vituperating the bases of good governance for seeking petty benefits from Nazims.

Salam and Respect,My name is farhan ahmed student master in public administration , University of Karachi. I m regular reader of ur column in newspaper and also watch ur comment on tv. Few days back , i feel shocked and depressed on your comment on "nazim system" when u said that the example of nazim is given as this system is fruitful.And u said where were the nazim during 12 may when the whole Karachi was burning . i just want to say that u r experienced journalist and even a common man knows that to maintain the law and order is the responsibility of law enforcement agencies including police and rangers. it is not the responsibility of nazim , even he don't have authority of controlling the traffic of the city and other department of government is controlling the traffic.as a senior journalist it is ur responsibility to b unbias and speak truth and we don't expect such comment from u. do reply me.waiting for ur mail.thanking u.
